whats the right headlight voltage?

ok so as many others have experienced the headlights in my vx ss are crap. just crap. like i might as well drive around with my head out the windshield with a little torch in my hand crap. so before i go and fork out for some nice projector ones i want to make sure the voltage is right. ive done a search and found this.. . http://forums.justcommodores.com.au/electrical-wiring-questions/97639-dim-headlights.html but its for a vl. im not sure if the measuring process is similar or the same or just how to measure the voltage. i have a multimeter so checking wont be too hard once i know what im doing (which i suspect will never happen). can anyone help?

should be the same as battery voltage. 12 - 13 Volts depending on engine being on or off.
