Wiper troubles

Got my VE CALAIS V 2010.
The wiper won't work on the intermittent speed or the normal speed. It only works on the fast speed.
Please help

replace the relays in the engine bay, there are 2 relays for it, a low (R10) and a high (R9), it would be the low one that's shot

I swapped them around and still the same
