In regards to your questions...
"I've got a vx ecotec, can you fit the 12mm manifold and plenum spacers together?"
You can you can even fit one 12mm spacer and one 25mm spacer with out any problems unless you have a strut tower brace.
"only can you only have the one... if so which is better?"
The manifold insulator works better
