[$1300 for 13 seconds] VT Wagon, can it be done?

Hi Fellas, First post obviously and allow me to start it off with a minor life story of this car.
I traded in my previous car a nice done up GU Patrol, cleared my loan plus money back for a VT Commodore Wagon. Thought it was a smart move at the time, but at least no debts now.
But she's been an absolute nightmare, everything that could have gone wrong with it has and its only bonus is its still in fairly decent looking shape.

So instead of off loading it to the next more bastard I was considering taking it off the steet and transforming her into a 13 second car for 1300 dollars or under.
First question is obviously, can it be done quite easily on these Ecotechs?

What modifications can be done within the price range?
Obviously it would be absolutely gutted for weight reduction, but mechanically what modifications can be done within the budget?
Any thoughts or ideas at all would be great!

Surely you have missed a zero there mate, perhaps $13,000, and I doubt you could do a 13 second pass with that much.
Maybe your parents never tought you the value of money.

Lol, it's completely doable OP, let's be clear about that. Just not for $1300. Here's my Emo setup on the previous owners vehicle running a 13.2:


Cost him about $8k, I picked it up for $4.5k, which is a once in a lifetime score.
