2003 VY thermo fans

Hi guys I have a 2003 vy commodore the large thermo fan comes on at start up and stays on till shut down and the small fan dose not come on at all. I have changed the fan and the coolant temp sensor and nothing. I have unplugged the senor and both fans come on what is going on?

I know this is an old question but brings to mind my 2003 VY Berlina which from memory the larger fan was on whilst ever the aircon was on. Start the engine cold one morning with the aircon off, I think you'll find both fans will be off.
