Just tap it out with a socket and hammer, supporting the outside of the hole with a larger socket.

Should come out easily. I'm pretty sure there's no step there stopping it. If there is, you can still get to the back side of the seal to use a punch or screwdriver to knock it out.

A big socket (if you have one) or just go at it with a punch, it will #### the seal but who cares as it's going in the bin anyway.

Don't forget to coat the new seal with number 3 sealant where it meets the cover.
