I understood that a wastegate allows exhaust gas to bypass the turbine, therefore reducing compressor speed.

Factory turbo cars, yes. Adding a turbo to a car is an engineers cert or mod plate depending on state and how strict they are.

No it doesn't, it totally depends on the tuning as to how much fuel is getting to the exhaust. If that were the case it would almost certainly make every factory turbo car fail every emissions test on earth, not to mention that fuel would be coming out of the turbine also as the internally wastegated turbos share that chamber. By that logic every N/A car would also do the same thing.

So what would i need to be able to get a mod plate? Like would you be able to list a turbo that is legal to run with a mod plate?
