Not just that but a short somewhere in the wiring, or an incomplete circuit.
I removed the electrical cable for a trailer in the boot of my VT and didn't plug the cable back into itself. This created the lights to go weird, one would flash fine and the other would be fast.

just about guarantee it will be the flasher unit with the symptoms you describe.
