Capacitor on Air con aux fan VP V8

Hi i have had a few issues with the aux fan in front of my radiator not kicking in when air con is on.
I have noticed a capacitor has been put into the wring just before it connects to the fan plug socket.
Any idea why someone would have done this?
Also the plug looks a bit melted.

My car has a capacitor there too.
I think it is just for radio static suppression.
When the fan is running the brushes in the motor would be sparking a little bit as they normally do, and this would make an AM radio cackle.
