So you did all 4 wheel brakes?
I am not sure where the master cylinder may be but it may also need to be bled

Seems like its not bled properly. Make sure to open the brake nipple, get the other person to pump the brakes about a dozen times and then get them to hold down the brake pedal then tighten the bleed nipple. Also bleed the rear ones if you ran out if fluid it could have sucked air into the rear lines. I can bleed and flush a whole commodore brake system using only 250ml so using 1l, there's something wrong

vs commodore
Sometimes the ABS needs to be activated to release all air trapped in the system. Some scantools have a brake bleed option which just activates the ABS whilst the brakes are being bled.

As Brett jjj said you may have air in the ABS if fitted.
If when you fitted the front lines you allowed the fluid to just run out and didn't keep the master topped up then air gets into the ABS and requires the ABS pump to run to release the air from the system.
I believe there is a way to run the pump without Tech2 but not 100% sure on that one otherwise you need tech2 to get the ABS pump running.

you shouldnt open the nipple without the pedal being depressed as this will allow air into the system

FYI There are these things called speed bleeders, basically a one way valve so you put them on your brakes open the first nut and pump away
