That is true, however I find that some mods that you do will automatically cause the car to do this. Last weekend I cleaned my throttle body and reset the IAC valve to the recommended spec. After i started the car, it reved up to about 3000rpm, for about 8 seconds. After that, the IAC valve reset and it dropped to its normal idle rev range. I would have a bet and say that after you remove the bellmouth, it is going to do it for you as well.
But yes, after you remove the fuse, you can rev the car as vr_owner has pointed out.
If you disconnect the negative battery terminal, which you should do before you start trying to remove the bellmouth, you wont need to remove the fuse after you do the work.
