Would have been good if you had specified exactly how you attempt to enter engineering mode on your VE just in case you had a brain fart and ”not holding it right”
The following turns on engineering mode in the central display on your cluster by holding down the steering wheel scroll buttons while turning the ignition to acc mode.

So not sure why it isn’t working on your model but if the left scroll wheel wasn’t working that could explain it though you say it works… so can’t be that…Not sure whether some series 2 variants had that feature removed or altered or you have a fault in the cluster that stops you entering engineering mode.
Me, I would have liked for the VF to have such an engineering mode or better still a full diagnostics app on Mylink
but nada
Hopefully others who own a VE series II will chime in with a cause and suggestion how to fix it
