Being the age it is there are probably a few areas to look but the dash dial is probably first place to look.
You may have to pull some of the dash for other areas.
I pulled the dial on my VL years ago and found vacuum hoses either off or split so I trimmed them all back and refitted them to the dial with a tiny spot of superglue so they did not come off again.
At the same time look at the vacuum lines from the tank and make sure the dial is getting vacuum.
Helps if you have the diagram of which vac line goes where.

Small cable ties might be a better opinion as they can easily be cut off if you need to remove the hoses at some point in the future.

We had 2 VL’s 1987 Wagons, (Both Executives) and never had that fault,
But I did pull the dash apart on mine to replace a globe and noticed the some of controls were cable driven by the dash levers, and the cable may of dislodged, or the plastic outer housing has come un clipped.
If my memory serves me correctly, weren’t the HVAC controls on the VL’s vertical controls.
