You may have to replace the shoes then. Try adjusting it with the rotors on, that way the shoes will adjust out closer to the rotor surface. Adjust it until the rotor stops, pull the lever up to centralize the shoes, then see if the rotor spins again, if so, adjust it some more. Do that until the rotor will not move, then back it off a couple of clicks, then do the handle.
