harmonic balancer bolt

hey guys got ls1 have to remove my harmonic balancer arp bolt was told to use a 27mm double hex socket. when i go to tighten the bolt back what is the correct sequence and tension. workshop manual says 330nm seems a lot to me thats about 250lb. Do we just tighten it up that much first go and thats it? and does that seem about right 250lb? thanks. And how do we tighten it up without moving the harmonic balancer

I was reading a similar thread a few days ago and people have just used a metal bar with 2 holes drilled in it for 2 bolts, which can then fit into the main pulley there and rest against one of the rails to stop it spinning. Something to hold the pulley is all you need from memory, since it is splined("keyed") onto the end of the crank there
