Currently BAR & CARB look after vehicle pollution requirements and enforcement and for consumer vehicles post 79 and older than 8 model years where the target cars require biennial smog check.

The work around is registering a car in Washington near the Canadian border who doesn't have smog testing. Apparently, they can do it online and just need a Washington address to send the rego plates. It seems California can't de-register a car from another state.

Luckily enforcement here isn’t gestapo strict as yet but if they want to strictly apply current laws many will be screwed and fined heavily
