The states and their govenors are ultimately responsible for the death toll. Yes, Trump could've helped more, but it's up to the states to control their borders and impose lock downs /restrictions. Look what's happening now trump will vacate the whitehouse. Little to no reporting how terrible the situation is and Biden doing sfa and not getting called out for it.

The Federal government can't do much in state land. Look at California for example they contradict Federal laws because they're a sovereign state.
I know Biden will be in power soon but even Biden can't do much other than make a task force to look good.
