This is probably a stupid question but I need to ask, What the hell is that metal tube, probably about 2cm diameter that runs just up and to the left of where the clutch would be on a manual up to the vent and heating controls? It always gets red hot and heats up the centre plastic guard.

Is it some sort of heating tube from the engine bay to blow hot air. Should it be getting too hot to touch? (like, it will almost take the fingerprints off your finger if you touch it) or is this a sign of some sort of problem? Its bloody hot regardless of what temp the vents are on, or if they're even on at all.

It's the heater pipes, hot water from the engine flows through them to the heater core. It supplies the heat for your heater.
