Relief valve spring loose? Pickup pipe blocked?

Then there is a leak somewhere, either on the pick up side or the pressure side although even with a large leak on the pressure side I would expect to see some oil pressure.

Are you sure you have assembled the pressure relief valve correctly, correct spring behind the valve?

There is a gasket or O ring (can't remember which) where the pick up tube connects to the block, if that is missing or damaged it won't be able to suck oil from the sump.
Unsure on the pressure relief valve, I can swap it in for the old one and test

Do you have the relief valve and spring installed the correct way around?

What way is it supposed to go in? The valve into the housing or the valve into the timing cover?
Spring into the oil pump housing first and then the valve.
