Then the paint would intertwine and grab onto the plastic surface and not just be sitting on top being a layer that would be more prone to scratching...?

fair enough but that's why you use the primer and clear coat

hey sorry to ask another question, but do you think I still need the plastic primer if I have sanded back my dash? I'm planning on buying the paint tomorrow, so I just wanted to check, hopefully I won't need to buy it but it's no big deal if I do have to.

The plastic primer helps the paint adhere to the plastic .If you don't use it the paint will peel off in strips

1998 vt executive
i cleaned mine with degreaser then sanded back with 800 wet and dry then did about 3 coates then 2 clear coates over the top
