This is a photo of the ladder rack I recently purchased.

Dunno about that being legal as it covers your number plate, sure it's not much but a certain angles it could cover a full digit.

To put it in perspective, you need to display a small plate when you have a bike rack on even if you don't have a bike on the rack.
