what ive seen done is the following

a mate bought a shell for his car, (name of car i wont mention)
it came to australia with no vin numbers or anything which could identify the car, qld transport said no, it catn be done, so what he did was made a custom car. he put everything out of the old shell into the new shell (took us a few weeks) and took it to a engener, he passed it, mod plated it, and it was regestred the next week.

it can be done, just gotta know the loop holes, which will alow you to do it, depending on your state

cheers
garth
