Why not just buy new wipers? You can them in a range of colours.

If you just wanna paint em black as they are originally, I use the cheap stuff from super cheap... Satin Black and a clear coat... does the trick... you may want to do a few coats and then it will resist fading for a decent while

fyi You may get defected having any colour for windscreen wipers.
They would need to be black and non reflective paint/surface.
