i think ill look into night class' in something similar to engine building.
i have rebuilt motors, pumps etc at work.

might try and find a standard rebuild kit and go from there

as for the tools needed: tension wrench would be a good must have (a good one not the old nedle that points crap) general socket and spanner set, pry bars and such for holding fly wheel etc, ring compressors ring pliers, hone drill, depending how far your going with the block an mechning place may be the bset bet. plastie gauge etc etc etc, the list could go on it all depends how far you wanna go.

and for the machining - i will be able to do it all myself, quite good on the lathe and mills. going to finish my cert 3 in mechanical engineering shortly.

recieved my cash for tools last week (have allready bought all which my work wants me to which cost $650) so still have $150 left of that, and can claim all these tools on tax which is a bonus of course

the PRICE in parts for a forged bottom end and rebuilt head's no extra's is at the moment in brisbane 3000 to 4,500 but this is an echange from a reputable builder..... if it costs them that much will most certainly be less minus labour????? obviously a lot harder but cheaper and MORE FUN
