what are they rubbing on? guards? struts? inner wheel well?

the tyre size is too big for a start. ideally you want a 235/35 19, 40 profile at the most.

smaller tyres + possibly adjustable panhard rod should sort you out.

im running 234/40/17 on my vr, all you need to do is roll your guards and an ajustable panhard bar..

for the front, wheel alignment should fix it or for a temp fix adjust the camber, if all bushes were replaced then the next step is a wheel alignment straight after (goes for any suspension work where you change anything).

rolling guards wont help him with scrubbing on the strut and the inner wheel wells.

235/45/19 are ~35mm larger radius than a 235/40/17. thats why his tyres rub on everything, because vs commodores werent designed for that tyre size.

adding positive camber to fix an issue isnt a good idea, especially when the tyres are the wrong size to begin with.

buy new tyres in the right size, and sell the old tyres.

What Hak said. Tyres are the wrong size for the car. They are the correct size for VE I think.

Buy the correct size and you won't have issues, that and you will have legal tyres as the size you have stated is not a tyre that can be legally fitted to your car.

GOod luck mate.
