When the system is operating, the high pressure pipe coming out of the ac compressor should be rather hot while the low pressure pipe coming out of the evaporator should be rather cold. In fact on a humid day, the low pressure pipe coming out of he evaporator may start to form condensation on that pipework.
If the low pressure pipe is warm to the touch, then something is wrong. The question then becomes who evacuated the system, how long vacuum was held and who recharged it?
If the pipes are hot and cold and the system was charged with the correct amount of gas and operating pressures are correct, then it may be the hvac isn’t directing the airflow correctly because the mixing (blending) door is damaged or the motor operating it is faulty.
May be a hvac calibration/reset might sort out blend door motor issues and it’s described in the thread below
PS: VE has TX Valve but not sure if VF uses same or uses an orifice tube… same same but different…
