if the Bi modal is off (closed) , i hear that the flaps still open on on start up, then shut again. is this correct ?

Yes. I believe it is more a case of the flaps defaulting to open when the engine is turned off/no battery power and then having to shut again as the engine is started. There is a brief period when the flaps are still open when the car starts.
