check the coolant temp sensor (theres 2 of them, only one is for the actual ecu configuration)

Also when you say you tested it do you mean you switched the aircon on?

I'd go with the ECU or temp sensor (not the gauge sensor)

Is the car using a heap of fuel? - If it is points to the temp sensor thinking the car is cold.

Get in the ute
check:

-fan wiring
-fan relay
-fan fuse
-fan wiring from fuse-box trigger on relay back to the ECU pin
-coolant temp sensor (can check resistance with a multimeter and compare reading to values it should be)

if you search around there will be info on which pin on the ECU is the fan trigger, and also what the GM temp sensor should read resistance-wise according to temperature.

I had this fault and its a Relay thats inside the black lid (next to battery). The relay became sticky and I know they still sell them at the dealers. If you want I can look into my engine bay and tell you which one it is but basically its the one that is related to the ignition circuit.
