VN V8 - Rocker/Lifter/Pushrod Noise.

I've got a recently rebuilt VN V8 (i didnt do it, previous owner of donor car for swap) and its got alot of Rocker/Lifter/Pushrod Noise.
The Rocker Bridges are tightened all the way down as far as they go, as the rocker arm still has alot of play (as in you can wiggle it). The pushrods can be wiggled too.

They dont look too badly worn at all (though are not new)

It has block bord 40 thou, new pistons (40s), rings, all bearings, head
service(reseat valves ect) new gaskets & seals, new timing chain, new lifters.

Oil presure is a-ok.

Worn cam lobes?

Any other suggestions?

I believe the previous owner ran out of money when he got it rebuilt.
So the recommendation is replace cam, lifters, pushrods and rockers?
