vt ls1 weak valve spring?

Pulled the valve covers off the engine earlier to replace the gasket to see that the #1 lifter sitting lower than the others. Is this a sign i need new springs or is it something worse? Engine has 250,000kms on it.

That would be the position the engine stopped in when you turned it off, the cam would be rocking on that lobe causing the spring to compress.

If you rotate the engine it will move onto the next one in the firing order. If all 16 of your rockers were at the same height, then you would have problems.
