Water dripping onto drivers and passengers feet after heavy rain

So as you could imagine, im having issues with water dripping in from under the dash after heavy rain. Could this be water getting into the aircon vents or should I be looking at something else

Find the drain tube on passenger side, under car, next to gearbox and run some wipper snipper cable up it to clear it some.
Remove heater a/c cover under dash to clear properly.
Also clear plenum under bonnet.

As said by VR38 I'd be checking plenum cover. There are (I think) 3 areas with seals under the plenum cover. One of those seals could be leaking, drains at each end could be blocked with leaves and resulting compost causing water to pool in the recess putting more pressure on the seals. There could be some rust areas under there too. What is the condition of the plenum cover itself? They get very brittle and break up.
