the AR's lower receiver is the part of the gun that has to be registered with the federal government if buying or selling through shops (registered federal firearms license). all other parts can be mail ordered. this guy that runs defcad.com has started making and testing lower receivers made of plastic polymers. not only that but he applied and was granted a FFL to manufacture firearms. so anyone with a 3d printer can download the cad files and make their own lower receivers and other firearm components and if its for personal use (not selling, usa) its legal...
