Nothing 'cheeky' about it!!! The guy is driving around in one car completely unregistered. If he hits my car he's uninsured, I'll have to chase him through the courts for some money... if any. If he hits me and makes me paralysed (or worse), he'll have to pay for my bills for the rest of his life... but again, I'll have to chase him for it.
