Nope starting price is the starting price. Reserve is when you can set a minimum you will accept for it. For example, you can list a car with a starting price of $1 but set a reserve of $5000. This means someone can bid $1 for it, but unless the bids reach $5000 it wont actually 'sell' when the auction is over. Personally I think its a stupid idea. I prefer when people just list something for the minimum they will accept and let the bidding rise from there.
