PDR is going to be a much cheaper option than a panel shop - most will quote for free and let you know if it is do-able. PDR would be the first place I went to.

Definitely try the PDR guys first, my daughters Mazda 3 got caught in that big hail storm a few years ago, it must have had 100 dents in it, came back from the PDR guys and it was perfect not a mark to be seen absolutely perfect.
