The three things it could be are:
1. Short to ground.
2. Faulty BCM
3. Faulty wiper motor.
4. Faulty wiper switch.
The diagnostic procedure is complicated and lengthy. Ideally you need a Tech2 Diagnostic device. I would guess it's the motor, but guessing isn't really good enough.
Search for the VE manual. Google it, you'll find a free download. Theres a link on the forum somewhere as well.
