Yes this is a "whats this for" but im so confused

So i have a 2005 VZ Lumina, and there's this little thing on my rear windscreen and no one has any clue what it could be (the normal aerial is on the front of the car). this one unscrews and is connected on the inside. anyone got any ideas?

it is possibly an ex cop car but I don't know how trustworthy the previous owner is
