the odo cannot be altered with Tech2 if its over 100km not 100,000km
it will plug straight in & work but needs to be configured

Thats a bit silly, what do you do if you genuinely need to replace your cluster?

No matter what Cluster i buy even if its done like 200,000km i can still pay some doosh $100 and he can change it?
Dr Bob, what about if i buy a brand new one from holden, can they calibrate it for me before i install it?

Why would you want to buy a new one? Holden can change the odo if its a new cluster so long as its done less than 100 kays (but i think there is a limit as to how much they can change it, dr bob will know if this is true), but they would need the cluster installed in the car to do it.

You just need to get one from the wreckers and get a speedo calibrater to change it to match your old one, and they only need the cluster.

If you buy a new one it can be programmed to suit your car although most dealers will be reluctant to do this without the car there as it may be a bit hard for them to work out the settings.
The odo can be set at anything if it is under 100km
the speedo ppk, airbag configuration, options, etc all needs to be programmed.
& if you get a new one programmed it will not have the VIN number in it & will easily be identified as having been changed & what dealer programmed it.
there are plenty of instrument repairers that will alter the odo for you.

Yes, no matter what amount, it could have 600,000 kays on it and it can be changed to 1 kay if you want.
