I'd start by replacing the relays. Sounds like once it's latched is not releasing correctly. They're cheap enough.
I'm not 100% on VY/Z but I do recall reading that only 1 fan turns on for cooling, the 2nd only comes on with AC.
Maybe wait for someone to confirm the fan design.
