Air Con fan Speed 1 2 and 3 dont work but 4 does

I got a service done on my vs commodore ute today and i got it back and they had to put a new Heater tap and hose on my air con to make it blow cold air but now i only have Hi(4) fan speed and 1 2 and 3 doesn't blow anything,
is this an easy fix?
or should i take it back?
please help :D

I would be checking the fan speed resistor. Check out this how to -

And check for any broken coils

If 4 works and the rest don't it is definitely the resistor as above

Its seems to have a new speed resistor in it already and it looks fine should i replace it anyway or could it be something else?

As others have said, if the high(4) speed fan work then the problem is with the fan speed resistor or it's wiring. Fan speed 4 works directly off the relay and doesn't go through the fan resistor, that's why it works.

must be the wiring then because i put a new fan speed resistor in and its still does the same thing, any ideas on what and where to check first? this only started to happen after it was serviced =/

Have you checked fuse No.9 in the main fuse panel assembly? Looking at my wiring diagram that fuse seems to power the fan switch (for speeds 1, 2 and 3).

"The main fuse panel assembly on VS Series Models is located inside the vehicle passenger compartment, behind the instrument panel lower right hand side cover assembly, and mounted to the fuse panel support. Access to the main fuse panel assembly is gained by using a bladed tool to rotate the instrument panel lower right hand side cover assembly retaining clips 90 degrees, removing the clips and allowing the cover to swing down. A label, on the inside of the instrument panel lower right hand cover, indicates the circuits protected by each fuse."

all the fuses are good i have looked at all of them the ones under the bonnet and under my steering wheel

Just to clarify, do you really mean "looked at" or have you tested them with a multimeter" ?
