It basically tells the C/C system whether to draw air from outside or not with or without conditioning it first.

Ie, if you set the C/C to 18 degrees and its 2 degrees outside, it will recirculate air inside the car, but if its 18 degrees outside, it will pull air from outside.

It is used by the system in Auto only mode.

Cold air intake system wouldn't affect it at all i would think.
