I think you already know/knew the answer. The wheel diameter is irrelevant, except in that it typically means lower profile tyres. It's the sidewall height. Compensate with bigger (walled) tyres and surely you'll get similar cushioning. But in practice that's not always possible, ie clearance issues, load rating and of course circumference (gearing/speedo).
