Car wont start, speedo needle moving, it thinks its driving!

Hey guys! The speedo needle is moving up and down when the reds are on, when im trying to start it already thinks the car is driving? its giving me seatbelt warning and park brake warning while cranking. If i sit there and wait for the speedo needle to stop, it starts! Ive also noticed once it starts once, its fine for about an hour or so
