I have no idea what mods need engineers certificates and which dont but when you hire an engineer you will probably need him/her to look at your car at least twice...once before the job and once after...and beware they can sometimes mess you around a bit. From my experience it might cost around $1200 depending on how many check points he/she needs to inspect.
