I believe, but not 100% sure that the lock off valves get their power from the gas/petrol c/o switch, and that also controls the EFI relay, switching it on and off, If checking them for power is a problem though, maybe you should just take it to a gas place, The problem should be quick to diagnose and not expensive to repair. AUC05l is right about checking the earths. A power source can only be as good as the earth that it is connected to. I've come accross countless electrical problems cause by poor earthing.
