I have 2007 holden caprice
And im trying to install in it a 2011 sterio but as soon as i connect it to the car it gives me the error
(Security lockout active)
I ve changed the chasis number on the new sterio and it works ok
But as soon as i connect it to the car
It gives the error back

Have you tried turning it on and off a few times? That fixes the security lockout error on my WM when I get it (usually after I've pulled the fuses)

Not 100% on the overseas unit but did the faceplate come with the unit because they generally have to match as well.
2 bytes of data required to marry faceplate to unit and then unit requires last 8 digits of VIN to marry to BCM

Yep. Facia and headunit are VIN matched.
