These are from the Australian Design Rules (Road Traffic (Vehicle Standards) Rules 1999—1.7.2008)
Steering
1. A Motor Vehicle Must have Right Hand Drive (or signed left hand drive with appropriate permits)
2. a vehicle must be able to turn a circle in under 25 meters

Ability to drive forwards and backwards

1.A motor vehicle with an unloaded mass over 450 kilograms must be able to be driven
both backwards and forwards when the driver is in the normal driving position.

Horns and alerting devices
1. All Vehicles Must Be Fitted with one horn that is standard to the vehicle make and model.
2. a Vehicle is not allowed to be fitted with blue and red flashing external lights.
3. an antitheft device cannot be operated while the vehicle ignition is on.
4. a vehicle must have a right and a left indicator or hand signals must be used.

Rear View Mirrors
1. A Vehicle must be fitted with a rear vision mirror.

Bonnet Securing devices

1.a Vehicle must have a bonnet securing device, that interlocks a bonnet into place while vehicle is in motion.


Windscreen and windscreen wipers

1. a vehicle must have a windscreen.
2. A motor vehicle with 3 or more wheels that is fitted with a windscreen must be fitted with at least 1 windscreen wiper unless a driver in a normal driving position canobtain an adequate view of the road ahead of the motor vehicle without looking through the windscreen.

Window Tinting
Glazing used in a windscreen of a motor vehicle must have a luminous transmittance
of at least:
(a) for a motor vehicle built after 1971— - 75%; or
(b) for another motor vehicle - 70%.

Tyres
a vehicles tyres must in roadworthy condition and must contain at least 2.5MM of tread otherwise they are deamed to be un roadworthy

External Lighting
1. All Lights must be of regulation colours
Regualtion Colours as follows
1. Head lights parkers and Number plate lights Must be white in colour
2. Brake / rear parker lights must be Red in colour
3. Indicators must be amber or Orange in colour
4. any other light eg fog lights must be Yellow or white in colour
5. Neon or flashing LED Lights are not to be fitted to a non police or emergency vehicle.
6. A Vehicle with more that 3 wheels must have two working headlights, the headlights must work in two functions High beam and low beam and must illuminate 25 meters infront of the vehicle
7. reversing lights must be white in colour.

Internal Lighting
1. A vehicles interoir lights must not be fitted with lights that distract other drivers or cause the driver to loose concentration on the road or affect the drivers ability to see the road

Braking Systems
All vehicles must have 4 brakes weather drum or disc and one cable operated emergency brake eather drum or disc.
all vehicles under 2.5 GVM(gross vehicle mass) must be able to stop from doing 35km/h to 0 in 12.5 Meters

Emission Control
All Vehicles after 1971 must be fitted with an exhaust, that reaches behind the rear seat of the vehicle and must contain appropriate emissions control devices (catalitic convertor)
a vehicle must be fitted with a muffling or silencing device

Vehicle Noise From exhuast while driving.

Suspension
(police testing method)
Fill a empty coke can with sand or leave it full with coke and place it front of your vehicle in the middle of the bumper , drive your vehicle over the coke can, if the coke can falls over or gets crushed your car is too low.

Nice bit of info there...

Is there a particular luminosity rating for headlights that is deemed legal? ie. 4000k or something?

I printed out a copy of them, so i have a copy to look at when i can't get on the computer aswell.

the luminosity rating is actually the distance your headlights reach which is a minimum of 25 meters for low beam and 50 meters for high beam
not to sure on the maximum headlight luminosity

that hieght one is wrong...well atleast in qld it is...here its 10cm and a coke can is around 15 or something

LMAO, that isn't legislation, thats someone personal 'rough guide' of how to measure your car.

Wow, a coke can? All of my cars would have failed that. :p

A coke can is 13cm tall.

You're better off using a 175g can of Masterfoods Wholegrain Mustard. I just measured that, and it's 9.5cm tall. Keep one in your car at all times, and if a police officer tries the "coke can test", you can tell him what I told you ;)
