Lifter issues again

Hey all I have 6 put of 12 lifters that have the little plunger currently against the retainer spring after being soaked in oil for 20 minutes and I have 6 that are just flopping around freely within

So I was wondering what 6 are working and should I just outright replace the whole lot
For reference a lifter I brought at repco yesterday is also doing what the first 6 did so my thoughts are the 2nd set are f***ed
