new steering box claim wrong

my VL wagon had a steering wobble, mechanic drove car and said needs a new steering box
an honest steering mechanic said unlikely as they dont fail without plenty of warning
more investigation revealed a missing balance weight, all symptoms stopped with its replacement
the steering box is held on with bolts, 1 bolt wont tighten right up, Is this normal??

All bolts should tighten right up. Well except for the one on the top that just goes into the box. This is to tighten the box itself to remove some play.

can you advise on this adjustment bolt and how to adjust it
the bolt was tight and I tightened it about 2 turns, should I back it off?

Am i missing something, because i didnt think vl's had a steering box? Rack and pinion yes and there is no adjustment on them that i know of.
