It's the passengers legs, can you not see the photo properly. All the driver is doing was fondling with his mates balls, not sure if thats illegal or not.

I also wonder if the person that took the photograph was a driver lol, there's another dangerous driver. I reckon all three deserve a fine, two for being a hazard on a public road and one for being gay.

Another vote for passengers legs. If you were sitting in the drivers seat of a golf and managed to stick your feet out the window they would surely reach well past the wing mirror ... anyone on here got a golf and can test this theory with pics ?
